This bill, the Saudi Nuclear Nonproliferation Act of 2019, imposes several requirements that must be fulfilled before a civilian nuclear cooperation agreement between the United States and Saudi Arabia can take effect. First, the President must report to Congress on whether Saudi Arabia has been transparent in its investigation into the death of journalist Jamal Khashoggi, whether those responsible have been held accountable, and the extent to which Saudi Arabia has renounced uranium enrichment and reprocessing, agreed to sign an Additional Protocol with the International Atomic Energy Agency, and made progress on protecting human rights. Second, Congress must enact a joint resolution approving the agreement. The bill also expresses the sense of Congress that the United States should not approve such an agreement until Saudi Arabia meets these conditions, and states that the strategic partnership between the U.S. and Saudi Arabia should be based on shared national security interests and respect for human rights.
