This bill: - Provides for the statewide election of the Secretary of State, who must be an elector of at least 30 years of age who has resided in the state for the preceding 7 years and cannot serve more than 8 consecutive years in office. - Requires the Secretary of State to provide signature matching training to supervisors of elections and county canvassing boards. - Makes General Election Day a paid holiday to encourage civic participation and enable more individuals to serve as poll workers. - Authorizes a person to cast a provisional vote in the county in which the voter claims to be registered. - Requires supervisors of elections to annually test voting systems to ensure they can handle maximum voter turnout and recount scenarios. - Removes the requirement that absent voters' ballots must be received by 7 p.m. on election day, allowing them to be received up to 10 days after the election in certain cases. - Creates a strategic elections equipment reserve that can be deployed in emergencies or due to unexpected voter turnout. The amendments made regarding the statewide election of the Secretary of State will apply starting with the 2022 elections.
