This bill allows counties in Texas to restrict registered sex offenders from going within a specified distance (up to 1,000 feet) of "child safety zones" in the unincorporated areas of the county. Child safety zones are defined as places where children commonly gather, such as schools, playgrounds, and youth centers. The bill provides an affirmative defense for registered sex offenders who have a legitimate purpose for being in the restricted areas, and exempts those who established residency near a child safety zone before the order was adopted. The bill takes effect immediately if it receives a two-thirds vote in the legislature, or on September 1, 2019 if it does not.
