This bill: - Adds to and amends existing law to revise provisions regarding the retail sale of liquor by the drink, including freezing the number of quota licenses as of December 31, 2019 and allowing revoked or surrendered licenses to be reissued to applicants on priority lists. - Creates new license types for eating establishments and lodging facilities to sell liquor, subject to approval by the city council where the license is to be issued. - Increases the discount for liquor sales from 5% to 10% for quota license holders, and establishes a 5% discount for other license holders, except those with eating establishment or lodging facility licenses. - Requires servers of alcohol for on-premises consumption to complete an approved alcohol training program within a certain timeframe, and encourages off-premises retailers to have their clerks complete such training voluntarily. - Provides for administrative fines and other enforcement mechanisms for violations of the server training requirements.
