This bill requires the Minnesota Commissioner of Health to work with various community stakeholders, including the Minnesota Breastfeeding Coalition, the Women, Infants, and Children (WIC) program, hospitals, clinics, and representatives of populations with low breastfeeding rates, to conduct a study that identifies barriers, challenges, and successes affecting the initiation, duration, and exclusivity of breastfeeding. The study will address policy, systemic, and environmental factors that support or create barriers to breastfeeding, and it will identify and make recommendations regarding culturally appropriate practices that have been shown to increase breastfeeding rates in populations with the greatest disparities. The bill requires a report on the study to be completed and submitted to the relevant legislative committees by September 15, 2020.
