This bill amends the Local Government Code to allow municipalities in Texas to adopt standards for "structured sober living homes" - which are defined as programs that provide alcohol-free or drug-free housing, promote independent living and life skills development, and offer structured activities for recovery from substance abuse disorders. The bill permits municipalities to require these homes to provide written notice to residents, supervise residents during all hours of operation, and establish an operation plan to facilitate the rehabilitation process, maintain the property, and comply with noise abatement requirements. Municipalities may also exempt certain homes from these standards if they are subject to adequate oversight by another governmental entity or contractor.
