This bill amends the Public Employe Relations Act to provide further definitions, including the term "nonmember" which refers to a public employee in a collective bargaining unit who is not a member of the employee organization that serves as the exclusive representative for the unit. The bill requires public employers to notify nonmembers that they have no statutory obligation to make payments to the employee organization, and prohibits public employers from collecting any form of payment from nonmembers through wage deductions. The bill also repeals related provisions, including the Public Employee Fair Share Fee Law.
