This bill amends the Occupations Code to change the deposit and allocation of certain funds to the horse industry escrow account. Specifically, it allows state horse breed registries to apply for money from the account for events that further the horse industry, limits the amount that can be allocated annually to horse racetrack associations for purses, and requires the Comptroller to deposit certain tax revenue from the sale of horse feed, supplements, and tack into the escrow account until a specified threshold is met. The bill also defines "horse feed" and "horse supplement" for the purposes of the tax allocation.
