This Concurrent Resolution requests the Office of the Auditor, with assistance from the Insurance Division of the Department of Commerce and Consumer Affairs, to conduct a study examining whether the current rules for who can work as an insurance appraiser or insurance umpire in Hawaii need to be changed to better protect consumers. The study will look at any weaknesses in existing laws that might confuse people about who can provide these services, investigate how other states regulate these roles, and determine if new regulations are necessary in Hawaii. The Auditor's findings and any proposed legislative changes are to be submitted to the Legislature before the 2020 Regular Session begins, and copies of this resolution will be sent to the Director of Commerce and Consumer Affairs, the Insurance Commissioner, and the Auditor.
