This bill amends Section 11F of Chapter 25A of the General Laws to update the definitions of Class I and Class II renewable energy generating sources in Massachusetts. The key provisions are: 1) Class I renewable energy sources include new or relicensed hydroelectric facilities, as well as incremental new energy from increased capacity or efficiency improvements at existing hydroelectric facilities, provided they meet certain environmental standards. 2) Class II renewable energy sources include existing hydroelectric facilities up to 7.5 MW that meet environmental standards, as well as certain waste-to-energy and advanced biomass power facilities. 3) Facilities that receive a new license after January 1, 2020 can choose to participate as a Class I renewable energy source instead of a Class II source. 4) The bill specifies the requirements and qualifications for these different classes of renewable energy sources to be eligible under the state's Renewable Portfolio Standard (RPS) program.
