This bill creates a residential condominium owner bill of rights that includes the right to transparency (access to financial statements, reports, and meeting minutes), the right to timely decisions on applications and requests, voting rights (filling board vacancies and posting election results), the right to notice of board and owner meetings, and the right to limit extraordinary expenses (with unit owner approval). The Attorney General is authorized to enforce these provisions and will be required to publish a handbook summarizing the rights of condominium owners. Existing condominium associations will have one year to amend their organizational documents to implement the requirements of this bill.
