This bill requires hospitals that offer medical residency training in obstetrics, gynecology, internal medicine, women's health, and osteopathy to provide training that follows the Accreditation Council on Graduate Medical Education or the American Osteopathic Association's special requirements for obstetrics-gynecology. This includes providing experience with induced abortions and their complications, except where the residency program has a religious, moral, or legal restriction that prohibits residents from performing abortions within the institution. The bill also requires hospitals to have mechanisms to ensure that residents without such objections receive education and experience in performing abortions at another institution. Hospitals that fail to comply with these provisions will be ineligible for reimbursement under the relevant article of the public health law.
