This bill requires comprehensive sexuality instruction for students in grades K-12 that addresses the physical, mental, emotional, and social dimensions of human sexuality, and reflects national sexuality education standards. The bill directs the Commissioner of Education, in consultation with the Commissioner of Health, to develop a comprehensive sexuality education program, including learning standards, model curricula, instructional resources, and a system to track and evaluate district compliance. School districts must utilize the Commissioner's curriculum or one that meets the established standards and criteria. The bill also requires school districts to establish an advisory council to make recommendations on the curriculum and content, and allows parents or guardians to opt their child out of the instruction.
