This bill, titled the "North Carolina Animal Abuser Registry Act," establishes an online registry maintained by the North Carolina Department of Public Safety that lists individuals convicted of animal abuse offenses in the state. The registry includes the abuser's name, photograph, and other identifying information, but excludes sensitive data like Social Security and driver's license numbers. Convicts are listed for two years for a first offense and five years for subsequent offenses, unless they are convicted of another animal abuse crime during that period. Certain activities, such as biomedical research, livestock production, and veterinary care, are exempt from the registry requirements. The bill also allows for the confiscation of animals from repeat offenders, who may be prohibited from owning animals for up to five years.
