Bill Summary

To provide for a smart water resource management pilot program. This bill requires the Department of Energy (DOE) to establish and carry out a smart energy and water efficiency management pilot program. Under the program, DOE must award grants to water authorities (i.e., authorities that provide water, wastewater, or water reuse services) for demonstrating advanced and innovative technology-based solutions that will increase and improve the energy efficiency of water, wastewater, and water reuse systems; support the implementation of innovative processes and the installation of advanced automated systems that provide real-time data on energy and water; and improve energy and water conservation, water quality, and predictive maintenance of energy and water systems, through the use of Internet-connected technologies.

AI Summary

This bill establishes a Smart Energy and Water Efficiency Pilot Program within the Department of Energy (DOE). The program will provide grants to eligible entities (utilities, municipalities, water districts, and other water authorities) to demonstrate advanced and innovative technology-based solutions that can increase the energy efficiency of water, wastewater, and water reuse systems; support the implementation of innovative processes and advanced automated systems that provide real-time data on energy and water; and improve energy and water conservation, water quality, and predictive maintenance of energy and water systems using internet-connected technologies. The DOE will select 3 to 5 grant recipients based on various criteria, such as anticipated energy and cost savings, the innovative nature and reliability of the technology, and the ability to deploy the technology in different geographic regions. The DOE will also provide technical and policy assistance to the grant recipients, evaluate the projects annually, and make the best practices publicly available.
