This bill, the "ACTION for National Service Act" or the "America's Call To Improve Opportunities Now for National Service Act": 1) Converts the Corporation for National and Community Service into the independent National and Community Service Administration, revising its membership, leadership, and authority. 2) Reauthorizes programs carried out by the Administration, including the National and Community Service Trust Program and the National Civilian Community Corps. 3) Establishes a National Service Foundation to accept and administer private gifts and donations on behalf of the Administration. 4) Modifies the calculation of national service educational awards, increasing the amount to be equal to twice the national average of in-state tuition and fees at public 4-year institutions. 5) Creates a "21st Century American Service Outreach Program" to notify eligible individuals of national and volunteer service opportunities, and aims to increase the number of approved national service positions to 1 million per year by 2029. 6) Increases living stipends and allowances for national service volunteers, and provides tax exemptions for these benefits. 7) Makes various other changes to national and volunteer service programs administered by the Administration.
