This bill establishes the Education Policy Commission, an independent state agency within the Department of Education but not under its control. The Commission will monitor state and federal legislation and proposed regulations related to public education, and conduct studies on how such legislation or regulations may impact or alter classroom instruction or how educators approach or apply classroom instruction. The Commission will submit reports on its findings, including any recommendations, to the Department of Education, the clerks of the House and Senate, and the Joint Committee on Education. The Commission will consist of 11 members, including teachers, special education teachers, and experts in classroom instruction and education, appointed by the Commissioner, the Board of Education, and the Governor.
