This bill relates to the year-end transfer authority of the Board of Examiners, a state government body. It allows the Board to transfer unencumbered funds from the Budget Stabilization Fund to the General Fund at the end of the 2019 fiscal year if there are insufficient General Fund monies available. The transfer is limited to the amount of the insufficiency or 3.85% of the original General Fund appropriations for 2019, whichever is less. Any such transfer must be specifically addressed in the Governor's executive budget recommendation for the following year, which is then subject to review or action by the Legislature.
