This bill: - Defines three classes of "bicycles with electric assist" based on the maximum speed and how the electric motor functions. - Defines "electric scooters" as devices weighing less than 100 pounds that can be powered by an electric motor and/or human power, with a maximum speed of 20 mph. - Adds electric scooters and certain bicycles with electric assist to the definition of "vehicle" in the vehicle and traffic law, subjecting them to most of the same rules and regulations as other vehicles. - Imposes various safety and operational requirements for bicycles with electric assist and electric scooters, such as age restrictions, equipment standards, and limits on where they can be operated. - Authorizes local governments to further regulate the time, place, and manner of operation for these devices. - Provides privacy protections for data collected by "shared" bicycle and scooter systems authorized by local governments. - The provisions related to electric scooters do not apply in cities with a population of 1 million or more.
