This bill prohibits the inclusion of confidential clauses in contracts entered into for the purchase of services or commodities by the state. Specifically, it amends the state finance law to require that no state agency shall include any confidential clauses in contracts with the state, with "confidential clause" defined as any clause not made available to the public through the procurement opportunities newsletter. The bill also provides that the amendments shall take effect on the first of January next succeeding the date upon which it becomes a law, and authorizes the addition, amendment, and/or repeal of any necessary rules or regulations to be made and completed on or before the effective date.
