This bill: 1. Limits the grounds for the suspension of a driver's license, removing existing suspensions based on certain violations, such as violations of sections 401 and 511-a of the Vehicle and Traffic Law. 2. Provides for additional notification when a person is required to make a court appearance, requiring the Commissioner of Motor Vehicles to notify the person by mail and through text, email, or phone call (if the contact information is available). 3. Requires income-based payment plans to be available for fines, fees, and mandatory surcharges incurred as a result of a violation of the Vehicle and Traffic Law. These plans would cap monthly payments at 2% of the person's monthly net income or $10, whichever is greater. 4. Authorizes courts and hearing officers to reduce or waive the amount of any fine, fee, or mandatory surcharge assessed for a traffic violation. 5. Within three months, the bill requires the Commissioner of Motor Vehicles to terminate all suspensions based on a failure to appear, answer, or pay a fine, and waive associated fees and fines, except for suspensions involving violations of section 385 of the Vehicle and Traffic Law or any violation of the Tax Law or Transportation Law.
