Bill Summary

To direct the Secretary of Commerce, acting through the Director of the National Institute of Standards and Technology, to implement certain recommendations relating to overcoming barriers to adoption of composites in sustainable infrastructure. This bill requires the National Institute of Standards and Technology (NIST) to implement the recommendations in the December 2017 report titled "Road Mapping Workshop Report on Overcoming Barriers to Adoption of Composites in Sustainable Infrastructure" to help facilitate the adoption of composite technology in infrastructure. In implementing such recommendations, NIST shall establish a design data clearinghouse to identify, gather, validate, and disseminate existing design criteria, tools, guidelines, and standards; and develop methods and resources which are required for testing an evaluation of safe and appropriate uses of composite materials for infrastructure.

AI Summary

This bill directs the Secretary of Commerce, acting through the Director of the National Institute of Standards and Technology (NIST), to implement recommendations from a 2017 report on overcoming barriers to the adoption of composite materials in sustainable infrastructure. Specifically, the bill requires NIST to establish a design data clearinghouse to identify, gather, validate, and disseminate existing design criteria, tools, guidelines, and standards related to the use of composite materials in infrastructure. The bill also directs NIST to develop methods and resources for testing and evaluating the safe and appropriate uses of composite materials in infrastructure, including conditioning protocols, screening and acceptance tools, and minimum allowable design data sets.
