This bill amends the Morris K. Udall and Stewart L. Udall Foundation Act. The key provisions are: 1) It renames the "United States Institute for Environmental Conflict Resolution" as the "John S. McCain III United States Institute for Environmental Conflict Resolution" and expands its role to include collaboration on federal, state, or tribal environmental and natural resource decision-making processes that may result in disputes. 2) It establishes a "Parks in Focus" program to provide opportunities for youth to learn about and experience national parks and wilderness areas. 3) It requires that at least 50% of the annual interest earnings from the Foundation's trust fund be used for certain programs, including the Parks in Focus program, and limits administrative costs to no more than 17.5% of the annual interest earnings. 4) It requires the Inspector General of the Department of the Interior to conduct an audit of the Foundation within 2 years of the bill's enactment. The bill aims to build on the Foundation's existing work in environmental policy, Native American health and public policy, and conflict resolution, while also establishing new youth education initiatives and oversight measures.
