This bill establishes the "division of research and analysis" as part of the legislative library to assist members of the legislature by providing nonpartisan research and analysis on policy issues. The division will be led by a director appointed by the speaker of the assembly and majority leader of the senate from a list of nominees compiled by a committee chaired by the SUNY chancellor. The division will provide confidential research and analysis to individual legislators upon request, as well as public memoranda on general legislative issues. The legislative librarian will grant the division independence to fulfill these objectives. The bill aims to empower the legislature by providing an independent and trustworthy source of information.
