This bill establishes a moratorium on the Oklahoma Water Resources Board's ability to issue permits or authorizations related to the appropriation, diversion, withdrawal, or removal of water from, or the dewatering of, certain mines that overlie sensitive sole source groundwater basins or subbasins. The moratorium will remain in effect until the Board, in coordination with other state agencies, completes additional studies and develops new rules to better integrate the use of technical tools and analyses for measuring and projecting the potential impacts of such mining activities on springs and streams. The bill also requires the Board to promulgate rules to improve interagency consultation and coordination on administrative matters related to mining operations in these sensitive groundwater areas. The bill will become effective on November 1, 2019.
