This bill amends the Executive Law to require the Governor to perform a cost-benefit analysis of tax expenditures. The bill defines "cost-benefit analysis" as a method for determining the benefit of a tax expenditure to New York State based on job creation, job retention, investment, or tax relief provided, compared to the amount of revenue foregone. The bill also requires the Governor to develop a cost-benefit analysis formula and set a target ratio for each tax expenditure, and to include this information in the annual tax expenditure report, along with an analysis of whether each tax expenditure has achieved its intended purpose.
