This bill amends the Administrative Code of 1929 to add definitions of "poverty impact analysis" and "poverty threshold," and to require the Independent Fiscal Office to conduct poverty impact analyses of the Governor's proposed General Fund budget, the enacted General Fund budget, and any bill, amendment, or joint resolution upon request by a member of the General Assembly. The poverty impact analysis must include projected ratios of appropriations benefiting individuals and families below the poverty threshold, projections of changes to incomes above or below the poverty threshold, and projections of impacts on access to basic human services like healthcare, housing, and education. The bill also prohibits further consideration of bills or amendments until the required poverty impact analysis is completed, except in cases where the analysis is not provided within 10 legislative days of the request.
