This bill: - Allows Coast Guard officers, both active duty and reserve, to request to be excluded from consideration for promotion in certain circumstances, such as to complete a broadening assignment, advanced education, or other assignment of significant value to the Coast Guard. - Provides temporary promotion authority for officers in certain grades who have critical skills that the Coast Guard is lacking, allowing the Coast Guard to temporarily promote them to a higher grade to fill those critical positions. - Establishes a "Career Intermission Program" that would allow Coast Guard members to be temporarily inactivated from active service for up to 3 years to meet personal or professional needs, while remaining in the Coast Guard Ready Reserve and obligated to serve additional time upon return to active duty. - Requires the Department of Homeland Security to establish a database to record Coast Guard members' training that may be applicable to civilian employment, and make that information available to state employment agencies and other potential employers to help facilitate members' transition to the civilian workforce.
