This bill prohibits the sale and use of pavement products containing coal tar in New York. "Coal tar" is defined as a viscous substance obtained from the distillation of coal that contains high levels of polycyclic aromatic hydrocarbons (PAHs). The bill prohibits the sale of pavement products containing coal tar 12 months after it becomes law, and prohibits the application of such products on driveways or parking areas 48 months after it becomes law. The bill also does not preempt any local laws restricting the use of coal tar pavement products that were adopted prior to the effective date of this act.
