This bill provides an exemption from state and local sales tax for the retail sale and installation of residential and commercial geothermal heat pump systems equipment. The bill defines "residential geothermal heat pump system equipment" and "commercial geothermal heat pump system equipment" as arrangements or components installed in and around a building that use the ground or groundwater as a thermal energy source or sink to provide heating, cooling, and/or hot water. The bill also gives counties and cities the prior right to impose a sales tax of up to half the maximum authorized rate on such exempt equipment and installation within their jurisdictions.
