This bill requires all heating oil sold for use in any building in the state of New York on and after July 1, 2021 to be "bioheating fuel" that contains a minimum of 5% biodiesel and/or renewable hydrocarbon diesel. This percentage increases to 10% on July 1, 2026. The bill defines key terms such as "biodiesel," "renewable hydrocarbon diesel," and "bioheating fuel," and it provides some exceptions, such as the governor's ability to temporarily suspend the requirement if there is an inadequate supply of biodiesel or it would cause undue financial hardship to consumers.
