This bill, the Nogales Wastewater Fairness Act, establishes responsibility for the International Outfall Interceptor, a sewer line that carries wastewater along the U.S. and Mexico border. The bill directs the U.S. Section of the International Boundary and Water Commission to charge the City of Nogales, Arizona, no more than an equitable proportion of the costs for operating and maintaining the Nogales sanitation project, which includes the International Outfall Interceptor and the Nogales International Wastewater Treatment Plant. The bill also states that Nogales is not obligated to pay the capital costs of repairing or upgrading the project, and the Commission cannot charge Nogales for operations and maintenance costs in excess of an equitable proportion of the costs.
