AI Summary
This bill enacts the "Housing Stability and Tenant Protection Act of 2019" which makes certain provisions of law relating to rent control and rent stabilization permanent, repeals provisions related to rent increases after vacancy, and regulates vacancies in certain housing accommodations. The bill also prohibits county rent guidelines boards from establishing rent adjustments based on the current rental cost of a unit or the amount of time since the last rent increase. It requires the Division of Housing and Community Renewal to implement rules and regulations governing major capital improvements and individual apartment improvements in rent regulated units, including establishing a schedule of reasonable costs, criteria for eligibility, notification and documentation procedures, and an inspection and audit process. The bill also creates the "Rent Regulation Reporting Act of 2019" which requires the Commissioner of Housing and Community Renewal to submit an annual report on the implementation of the rent regulation system. Additionally, the bill enacts the "Statewide Housing Security and Tenant Protection Act of 2019" which prohibits landlords from refusing to rent to tenants based on their involvement in prior landlord-tenant disputes, requires landlords to provide advance written notice of rent increases or non-renewal of a residential tenancy, and establishes various other tenant protections.
