This bill, the Keeping Gun Dealers Honest Act of 2019, aims to ensure greater accountability by licensed firearms dealers. It does this by: 1) Increasing the number of allowed compliance inspections of firearms dealers from once to 3 times. 2) Increasing the penalties for firearms licensees who violate the law from a maximum of 1 year to 5 years in prison. 3) Imposing harsher penalties, including up to 10 years in prison, for serious recordkeeping offenses that aid gun trafficking. 4) Allowing the Attorney General to suspend or revoke a dealer's license or impose civil penalties for violations of the Gun Control Act. 5) Requiring the termination of a dealer's license upon a felony conviction. 6) Authorizing the hiring of additional ATF personnel to conduct the increased inspections. 7) Empowering the Attorney General to require physical inventories and inventory records from dealers who have unlawfully transferred firearms or had 10 or more crime guns traced back to them. The bill also makes changes to the licensing process and liability standards for firearms dealers.
