AI Summary

This bill, the Protecting NATO Skies Act of 2019, prohibits the transfer of F-35 aircraft to Turkey and related activities, unless the President certifies that Turkey does not intend to accept delivery of the S-400 air defense system from Russia. The bill expresses the sense of Congress that if Turkey purchases the S-400 system, it would constitute a significant transaction under the Countering Russian Influence in Europe and Eurasia Act of 2017, endanger the integrity of NATO, adversely affect U.S. military operations, significantly impact U.S.-Turkey defense cooperation, and increase the risk of compromising U.S. defense systems. The bill also calls for the President to faithfully execute the sanctions under the Countering Russian Influence in Europe and Eurasia Act with respect to any such significant transaction by Turkey.
