This bill amends the Executive Law to prohibit police officers from carrying or using a firearm during any phase of their official duties, unless the officer has satisfactorily completed a course of training that meets or exceeds the minimum standards established by the Municipal Police Training Council in the use of deadly physical force and firearms. The bill also requires employers of police officers to provide such training with sufficient frequency to ensure there is no impact on the officer's on-duty employment due to lack of available training. Additionally, the bill states that an officer's inability to carry a firearm while off-duty cannot be a result of an employer's failure to provide the required training.
