To amend the Higher Education Act of 1965 to reinstate the authority of the Secretary of Education to make Federal Direct Stafford Loans to graduate and professional students. This bill makes graduate and professional students eligible to receive subsidized Stafford Loans under the Federal Direct Loan Program beginning on July 1, 2019. Graduate and professional students have been ineligible to receive subsidized Stafford Loans since July 1, 2012.
