Bill Summary

This bill requires the New Jersey Turnpike Authority (NJTA) and the South Jersey Transportation Authority (SJTA) to create a temporary amnesty program for any New Jersey resident charged with an outstanding violation for the non-payment of tolls or a violation of the toll collection monitoring system regulations for the electronic toll collection system, commonly known as E-ZPass. Under the bill, the amnesty program is to allow for any New Jersey resident charged with an outstanding violation for the non-payment of tolls or an E-ZPass violation, as of the effective date of the bill, to pay the tolls associated with the violation in full, within 180 days of the effective date of the bill, and to have certain administrative fees and accrued late fees related to the tolls waived. In the event that the NJTA or SJTA cannot determine the toll amount, the NJTA and SJTA may charge the maximum toll rate for the roadway on which the toll violation occurred. The bill requires the NJTA or SJTA to publish on every publicly accessible webpage of the New Jersey E-ZPass website and E-ZPass account holder account statements information concerning the amnesty program and the waiver of certain administrative fees and accrued late fees for a period of 180 days from the effective date of the bill. Lastly, the bill is to take effect 90 days following enactment and is to expire 180 days after taking effect.
