This bill, the College for All Act of 2019, provides funding for grants to eliminate tuition and required fees at community colleges, public four-year institutions, tribal colleges and universities, as well as grants to significantly reduce tuition and fees at private, nonprofit historically Black colleges and universities and minority-serving institutions. The bill also increases funding for TRIO and GEAR UP programs, expands the federal work-study program, and caps interest rates on federal student loans. Additionally, the bill directs any surplus revenue from the federal student loan program to be used for the Pell Grant program.
