Bill Summary

A bill to authorize transitional sheltering assistance for individuals who live in areas with unhealthy air quality caused by wildfires, and for other purposes. This bill provides for assistance for the purchase of smoke inhalation prevention equipment to specified individuals at risk of wildfire smoke-related illness. The President, in carrying out the Transitional Sheltering Assistance Program of the Federal Emergency Management Agency (FEMA), shall provide (1) assistance to a state or local government, local public health authority, or a coordinated care organization to purchase and provide such equipment to at-risk individuals; and (2) cost-efficient transitional shelter assistance to at-risk individuals in any case in which such equipment is insufficient to mitigate the risk of illness.

AI Summary

This bill, known as the Wildfire Smoke Relief Act, authorizes the Federal Emergency Management Agency (FEMA) to provide transitional sheltering assistance and smoke inhalation prevention equipment to individuals at risk of illness from wildfire smoke. The bill defines "individuals at risk" as low-income individuals, parents or guardians with children under 19, pregnant women, seniors, and those with chronic respiratory, cardiovascular, or other diseases exacerbated by smoke inhalation. The President, through FEMA's Transitional Sheltering Assistance Program, can provide assistance to state/local governments, public health authorities, and coordinated care organizations to purchase and distribute equipment like air filters, respirators, and weather-sealing devices. If such equipment is insufficient, FEMA can also provide cost-efficient transitional shelter assistance to those at risk.
