This bill establishes an Office of Subnational Diplomacy within the Department of State, led by an Ambassador-at-Large for Subnational Diplomacy appointed by the President. The Ambassador's main duties are to oversee federal support for engagement by state and municipal governments with foreign governments, coordinate policy and programs across the federal government to support these subnational engagements, promote U.S. foreign policy goals through such engagements, and facilitate linkages and networks between U.S. state/municipal governments and their foreign counterparts. The bill also authorizes the Secretary of State to detail Foreign Service officers to state and municipal governments to support the Office's objectives.
