This bill prohibits smoking, including the use of cigarettes, cigars, pipes, and electronic nicotine delivery systems, on the premises of any Veterans Health Administration (VHA) facility. It amends the United States Code to establish this prohibition and makes a conforming amendment to repeal a previous law related to smoking in VHA facilities. The bill specifies that the prohibition applies to veterans, patients, residents, VHA employees, contractors, and visitors, and defines "facility of the Veterans Health Administration" to include any land or building under the jurisdiction and control of the VHA, excluding those under the control of the General Services Administration. The amendments made by this bill will take effect on October 1, 2019.
