This bill, the Appalachian Regional Energy Hub Initiative Act, authorizes the Appalachian Regional Commission to provide technical assistance and grants for projects in the Appalachian region that (1) research and analyze the economic impact of an ethane storage hub, (2) have the potential to significantly contribute to the economic resilience of the area, and (3) help establish a regional energy hub for natural gas and natural gas liquids, including storage and associated pipelines. The bill limits the federal share of the project costs to no more than 50 percent, or up to 80 percent for distressed counties and 70 percent for at-risk counties. The bill also allocates $5 million per fiscal year from the Appalachian Regional Commission's overall funding to carry out this initiative.
