This bill amends the General Laws to enact the Private Vehicle Rental Act. The key provisions are: 1. Defines a "Program Rental Period" or "Rental Period" as the time when a renter takes possession of a vehicle available for private vehicle rental, until the vehicle is returned to the owner or the program provider. 2. Requires a Private Vehicle Rental Program Provider to maintain insurance coverage for liability, property, collision, and uninsured/underinsured motorist protection during the Rental Period. The provider must also give renters proof of insurance and a way to confirm coverage. 3. Allows personal passenger vehicles used for private vehicle rental to avoid being classified as commercial vehicles, as long as certain conditions are met, such as the vehicle not being used for commercial purposes during the rental. 4. Permits an owner's insurance policy to exclude coverage during the Rental Period, and requires the program's group policy to provide primary coverage. 5. Holds the program provider liable as the vehicle's owner for any loss or injury during the Rental Period, regardless of any lapse in the group insurance policy. 6. Authorizes insurers to issue group policies to private vehicle rental programs to cover liability and physical damage to the vehicles during rentals.
