This bill authorizes the city of Everett to provide certain death, retirement, and medical benefits to the widow and children of deceased firefighter Thaddeus M. Baxter, Jr. Specifically, it allows the retirement board to pay an accidental death benefit to Baxter's widow, Nicole Baxter, consisting of a yearly pension equal to 72% of his annual rate of regular compensation. It also makes Nicole Baxter eligible for health insurance with the city on the same basis as other retirees and survivors. If Nicole Baxter dies or becomes ineligible, the pension will be paid to a legal guardian for the benefit of any surviving unmarried children under the age of 18, or over 18 but under 22 and full-time students, or physically/mentally incapacitated. The bill requires the retirement board to request a medical panel to examine Baxter's records and approve the pension payment upon a majority conclusion that he died from a condition sustained in the performance of his firefighter duties.
