This bill amends Titles 51 (Military Affairs) and 62 (Procurement) of the Pennsylvania Consolidated Statutes to further provide for definitions, regulations, and duties of the Department of General Services and the Department regarding veteran-owned small businesses, service-disabled veteran-owned small businesses, and small and disadvantaged businesses. The bill establishes a statement of policy and criteria for determining whether a business qualifies under these categories, and requires state-affiliated entities to implement the policy for their procurement programs. It also directs the departments to establish processes for businesses seeking verification or certification under these programs.
