This bill amends various sections of Chapters 149 and 30 of the General Laws to expand the application of public bidding requirements to projects procured through or administered by "quasi-public agencies." The bill defines a "quasi-public agency" as a legally separate entity from the Commonwealth that receives state or federal grants or has the authority to issue bonds. The bill requires that the public bidding requirements in Section 44A of Chapter 149 and the prevailing wage requirements in Section 27 of Chapter 149 apply to projects procured through or administered by quasi-public agencies. Additionally, the bill expands the application of the competitive bidding requirements in Section 39M of Chapter 30 to include projects that receive public benefits, such as those connected to a quasi-public agency, a tax credit, or a public grant.
