This bill, the Nursing Home Workforce Quality Act, amends the Medicare and Medicaid programs to repeal certain restrictions that prohibit the approval of nurse aide training and competency evaluation programs in skilled nursing facilities that have been subject to civil monetary penalties for providing substandard quality of care. The Centers for Medicare & Medicaid Services (CMS) can still disapprove such programs for up to two years, but must rescind the disapproval upon the facility's completion of corrective action, and may require additional oversight during this period. The bill also increases the minimum civil monetary penalty for providing substandard quality of care from $10,000 to $21,393.
