This bill: 1. Declares that discriminatory restrictions in property deeds and covenants are unlawful, unenforceable, and null and void. It defines "discriminatory restriction" as a provision that restricts ownership, occupancy, or use of real property based on a characteristic protected from discrimination under the U.S. or Florida Constitution, such as race, color, national origin, religion, gender, or disability. 2. Allows property owners to remove discriminatory restrictions from their property deeds or covenants through a majority vote of their homeowners' association. 3. Removes housing discrimination as a cause of action under the Florida Civil Rights Act, while preserving other discrimination claims. 4. Revises the procedures for filing and resolving housing discrimination complaints, including the timeline for filing complaints and the ability of aggrieved persons to directly file civil actions without first exhausting administrative remedies. 5. Authorizes (rather than requires) the state or local fair housing agencies to file civil actions if they are unable to obtain voluntary compliance with fair housing laws.
