This bill: Requires the Department of Education to maintain a disqualification list that includes the identities of certain persons who have been permanently denied a certificate, permanently disqualified from operating a private school, terminated or resigned in lieu of termination due to misconduct, or disqualified from employment. The bill prohibits individuals on this list from being employed by a charter school or serving on a charter school governing board. It also requires private schools participating in state scholarship programs to adopt policies on standards of ethical conduct for employees and to disqualify employees from positions with direct student contact if they are ineligible under the law or on the disqualification list. The bill expands reporting requirements for school districts, charter schools, and private schools regarding investigations of employee misconduct that affects student health, safety, or welfare, and it imposes penalties for noncompliance.
